Somehow I did it, I got Locast into the EPG but channel numbers are wrong....does that mean I didn't do it right or that's just how it is?

I've got the Locast Add-on installed and it is working well.  However, I live in the Sacramento region but it is giving me Los Angeles channels.  If I go Configure>General it shows my user information greyed out and has "Your City" as "Los Angeles".  
If I go into the Locast App it has my City as "Sacramento".  

How do I tell the Locast Add-on that I live in Sacramento?

One note.  I live in a rural and have AT&T fixed wireless internet.  It basically uses cell service for internet (and it sucks by the way).  I don't know if that has anything to do with it (and I don't use a VPN).

Well, now the Locast guide data isn't being populated.  I'll probably try uninstalling and reinstalling to see if that works.

Well, that didn't work.  Now it shows my city as Bernalillo (its a town in New Mexico - had to look it up).  And there are no channels showing.  
I'm not currently a Locast donor, does that matter?

I entered http://ip-api.com/json into my browser.  I got (I X'd out my IP address):

So it appears my AT&T Fixed Wireless Internet is the problem.  
I checked on my Verizon cell phone and it shows Los Angeles so using it as a temporary hotspot won't work.  
Is there a way around this?

Updating to v.1.1.4, Fixed region detection issues, added fallbacks and users can now select a region via settings (Only applies to users already in a region provided by locast; However, due to the ISP their exact location isn't accurately detected).

In order to access the dropdown region list, users will have to:
  • Log in, and run Locast once.
  • The detected ISP region must be within an existing locast market.
  • Debugging must be enabled and stay enabled in locast's settings.
Be sure to provide feedback if there are any issues, once stable I'll submit to Kodi's repository. For now, updates are only available from my beta repository.

OK, I feel stupid here but I can't figure out how to install this.  
v.1.1.4 isn't in your beta repository.  
I see it on Github in your Kodi_addons but I can't figure out how to download it as a zip file.

I'm assuming you mean try downloading it from Github since it isn't in your beta repository.  

If I go to this directory there is an option to download all of the KODI_Addons folder as a zip file using the green "Code" button but I don't see a way to just download the locast file:

If I go to the Locast folder I can see the different locast plugin files but but there is no green Code button and I don't see a way to download them:

Am I doing this right?

I downloaded the entire KODI-Addons folder, unzipped it, then zipped the locast plugin file, uninstalled the existing locast addon, and installed the 1.1.4 version.  It installed but I got an error during installation.  

I enabled debugging, logged in, and selected Sacramento as my city.  When I try to select Lineup or Live I get an error.  I also get a Locast error when I restart Kodi.  I also noticed my city isn't "sticking".
