i must sadly second this on th 10-26 cvs. my notion is that it actually has gotten worse in the last couple of cvss.
i'm using the ms dvd-kit remote.
i've been discussing scroll functionaility in xbmp not so long ago with jmarshall. i don't know if the same code is used here but the double jumping is worse in xbmc than in xbmp.

so far using the remote is pretty unusable with xbmc even with the 10-26 build.
i hope the devs get some time to test with the remote since its pretty obvious that it is buggy.

have you all tried changing the delay parameters in xboxmediaplayer.xml ??
iirc, they've been there for at least a week or two!
increasing the remote repeat parameter should help some.

it made a difference but i will have to do some more tweaking to get it right. now i'm using 500msec for move and 1000msec for repeat, which isn't really usable as for speed but at least it doesn't double jump.
