You posted in the PVR section where the PVR backend creates content not Kodi.
As I followed up if you want a new video input source that would be a something totally different like other AV input (microphone, line input). In the PVR vein other video programs like VLC also allow /dev/dvb and DirectShow input too so many things are in theory possible, just not really PVR. Like everything in open source it depends on a motivated developer and support from the team to get it going.
