Interesting....
I just tried the file on my living room HTPC using XBMC and the file plays fine with DXVA enabled. That has a stand alone ATI graphics card...
The other two machines had:
Ion graphics (atom machine)
integrated HD intel Graphics.
Though, on both the ion and intel machines if i play the TS file through media player, media player classic HC & VLC they play back fine. It's just XBMC that's causing this issue.

I've also tried disabling DVXA and it doesnt fix the issue for me.
