 Try the instructions here, not all the contents will be played in 1080P, if you can not play the contents in 720P on Firefox on Windows 10, you most likely will not be able to play them on Kodi with Netflix plugin 0.13.21 until now in 1080P, do you have any android devices?

 Any movies with 720 HD tag, will be played in 480P, try "Cloud Atlas" it should be played in 1080P. any movies with 1080 HD tag will be played in 1080P like "loober", at least that is what is happen with me, this problem might get fixed by the developers in the future, especially by this developer, bookmark this link.

Yep mines exactly the same as yours

I just don't understand why suits and some movies
Are only 480p, the quality is still good but no where near as good as the real 1080

As for android I'm not a fan, im an x86 man hence my libreelec, I tried windows but constant crashes etc.

Android is just too slow even had a shield, maybe in a few years or will be good, but nothing will beat an x86 architecture at the minute for me

why you think that android too slow...on my Sony android TV Kodi with Netflix addon work very good and i can watch 4k HDR movies and series without problems…
If you dont have android TV, Nvidia shield also not bad choice if you want play 4k HDR...

So whats the consensus with Netflix and hardware acceleration, because its great and all that Netflix support is finally here but if its 480p quality its basically useless.  If I have to result to use Android or a Windows PC, then that is really still a work around. I really would love to have at minimum 1080p, but preferably 4k HDR under CoreELEC/LibreELEC.

 With 0.13.21 you can play most of the titles in 1080P.

The titles you will not be able to play in 1080P are usually movies, and this is the reason.
