Temporarily (probably) service opensubtitles doesn't work, because: "Site will be online soon. We are doing some necessary backups and upgrades. Thanks for understanding." - it's info from www.opensubtitles.org

Working, downloading subtitles but is not putting them under movie/tv show....strange but this is on their website

For dutch subtitles you have for example opensubtitles.org standard in XBMX.

How can I add an other website subtitle for example www.subtitlesnl.com?

Create a plugin service for it,
But you will find most Dutch subtitles on opensubtitles anyway,
