This is for development only and we already have an official IPTV add-on called - very appropriately - IPTV Simple Client -> http://forum.kodi.tv/forumdisplay.php?fid=215
If you think the add-on you linked adds value, please try to contact the author by any means you can.
We collaborate with authors of officially submitted add-ons to Kodi's repository by providing (some) support. This add-on was never submitted to Kodi's repository and is using an antiquated build system (you might want to point the author to http://forum.kodi.tv/showthread.php?tid=219166 ).

And yes. You right. It is local add-on using special proxy. I didn't know that it is forum for official add-on developers.
