"Your library is currently empty. In order to populate it with your personal media....."
Is there a way to get this message to go away that I am missing? I do not have local media to add.

Try deleting the default menu item and add a new one pointing to your source. Be aware of Kodi's policy on banned video addons though...Kodi's primary use case is with local media.
