When I export the library, the tags are not exported with the rest of the metadata.
Should they be?

None of the tags are exported.
Eg Movie Tags in Movies -> Tags can have multiple tags like 1;2;3;4;5
When I export the library none of the tags are exported.

Export only works if your library is setup. Is it setup?

Settings -> Media Settings -> Export Library -> Single File
Same as here.
Tags exist in the metadata, for example:
Movies -> Highlight Movie -> i and look under tags where Director, Writing, Rating, etc. are located, are there are tags listed.

Ok, if I can interpret what you are saying...
When you look at the Information Page of the movie listing in the library you can see the movie information which indicates you have correctly scraped and setup your library.
When you export to Single File I am guessing you are saying that nothing happens? No file is created? Or is it that a file is created but it is empty? Are you also exporting the artwork? Is this exported?

The library is exported, including all movies, art work etc.

What Tags are you talking about? And don't say "multiple tags like 1;2;3;4;5" because that makes no sense.
Use screenshots or give an actual example of what you are referring to.

In this example, the tag Gymnastics is not exported with the library.

Ok.
Are they tags that you entered yourself or are they tags that have "magically" appeared? Is there a reason for the @ symbol in the tag?
Tags that you created via the Tag Editor and allocated to a movie are Exported.
Tags that "magically" appear are from one of the Skin Helper add-ons installed with a skin and do not form part of the library so won't be exported.

The tags are ones I added myself. The @ is there so it at the beginning of the tag list.

A Strange problem. A Debug Log won't show that problem but it might be worth looking at to get an idea of your setup, equipment, version etc.
A peek into your MyVideosxx.db might be helpful. Do you feel comfortable sharing that?
