Easiest way to stream my local news in Kodi - RKCRLR - 2020-08-15

My local TV station has a site to stream the latest news broadcast from a web browser: 
https://www.kcra.com/nowcast
What would be the easiest way for me to view this stream in Kodi?

It's a very local station, I see: "Sorry, this content is not available in your region." Wink

But a dedicated add-on is usually one way of getting streams.

They have an Android app but I run a Shield TV and a LibreELEC box.  I tried sideloading the the app on the Shield TV but it didn't work.  
By dedicated add-on, do you mean someone would have to write one specifically for that station?  Don't think that is going to happen.
