Different GUI and Video resolutions result in resolution not reverting - pitpawten - 2008-08-12
This problem has already been mentioned in in bug 4440 however nothing specific for the Win32 build yet.
When the Gui resolution is set to one value (720p in windowed) and the Video resolution is set to another (480p), and you close the currently playing video, the resolution does not properly revert to the Gui setting. Rather it will stay at the video resolution, and be glitchy (mouse cursor dissapears, fonts screwed up). Sometimes the app even crashes.

Should I submit this to the win32 section of Trac or is it already being addressed/system problem?

Your bug is completely different. That one was only affecting fonts (and has since been fixed).
Please post a new trac report - I can confirm that this does in fact happen (though I have not investigated as to why it might be happening - it appears to be at least requesting the resolution change).

i got the same proble i can solve this
with a fixed resolution and sd upscaling to my fixed resolution 1600x1200
this is only a comment ;-) not a solution
