You would be better searching the net for a more general Windows site and asking your question there.

In the Control Panel search box, type recovery. Select Recovery > Open System Restore. In the Restore system files and setting box, select Next. Select the restore point that you want to use in the list of results, and then select Scan for affected programs. Windows restore link.

To recover lost Windows files, you can try using the built-in System Restore feature by going to Control Panel > Recovery > Open System Restore. Select a restore point before the files were lost, and it might help retrieve them.
