I have all of my videos set at 1280x720 and the Video frame rate at 60fps. I watch them, and sometimes, I come to a video where the video moves sluggishly.
So, what is the best Video FPS is for 1280x720?

It doesn't really work like that. Frame rate is not fixed to resolution.
To figure out the frame rate of a particular video, install MediaInfo... https://mediaarea.net/en/MediaInfo
Then run the report and it will tell you the frame rate of that particular video file.

or if it is playing in Kodi, you can call up the Player Process Info, and it will also tell you the frame rate... https://kodi.wiki/view/Player_process_info

So, you saying that if i install this on my pc it will tell me, the info on a video. Will it work on a dvd when having one going on the pc.

Yes. You right click on the video file and select MediaInfo, and the report will be generated.

I don't have a dvd handy, but I had a bluray in my drive. It would not work on the m2ts file, but did work on the mpls file. The only trick there is finding the correct mpls file for the video.

I have the series of THe Dukes Of Hazzard playing now on my raspberry pi that is connected to the TV. So far everything is smooth playing for most all of them. Some episodes that i come across moves a little rough, where things isn't movies normal. i checked the videos that i have backup on a HDD and the all set in 720p at 29.97fps.
So, since that i'm planning on upgrading my MP4s into 1080p, what would be a good fps.

The original frame rate the movie or episodes were filmed in by the studio.
Generally this is 23.976 fps.

I've noticed that videos that have been converted from the original frame rate to another frame rate usually have stuttering and jerkiness during playback.
