but if the keymap editor addon is not receiving a button press it is possible that kodi is not receiving that button at all and it is only available to the host OS

The definitive way to check is turn on debug logging and look in the debug log (wiki), as with logging set all keypresses received are logged there.

But as mentioned above, if the keypress isn't actually passed to Kodi in the first place then there's nothing that can be done.
