I have be unable to change themes with the Windows Version. I have created the folder for the other theme but when i goto appearance i can switch to it but it is Greyed out and will not change the theme?

Make sure the folder structure is correct. I don't see why you would need to create a folder for the theme. Just extract/move the entire skin folder you downloaded with the folder structure intact into xbmc's skin folder.
for example: c:\\program files\xbmc\skin\skin root folder\skins subfolders
Or maybe you are trying to load an incompatible skin. XBMC only accepts skins with skin version 2.1.
