What are version requirements to share the database? If there is LibreElec with 18.2 and a PC with 18.4 - will they share the database or there will be some version conflict?

They all need to be the same Kodi major version number.- v18.x

Nope, not going nuts.
I will delete the double post and mark the thread solved. In future you can mark a thread solved by performing a full edit of your first post and then selecting Solved from the drop down menu left of the thread title.
In answer to your question- Yes, you need to wait until both Kodi and LibreElec (and any other fork) are on the same major version.
