Plaback buffer dropping to 0% periodically

Hey folks. So I'm watching a video with the Player Debug Info overlay on (the Ctrl-Shift-O one) because it shows the status of the buffers and the audio and video queues.
And while I'm watching normally the buffer will be flipping between 99% and 100% which makes sense, because my network is fast enough to stream the content.

But then all of a sudden, every minute or two, it will suddenly drop to 0% and start building back up. I haven't touched any controls, the video didn't seem to stutter or skip, it's basically still playing smoothly with no interruption, but it looks like the stream just decided to discard everything it had and start again, and I don't know why it would do that.

The reason I ask is because every once in a while I will get a pause and buffer, even though my network is normally good enough. My buffer is set high enough to buffer 20 seconds or so of content, and under normal circumstances it takes way less than 20 seconds to fill that buffer, so it seemed crazy to me that my network would sometimes be so degraded that I'd run through 20 whole seconds of buffer with it not being able to get any new content through. That seemed weird, so I wanted to test it by having this overlay up. I haven't actually seen it fail in this way since having the overlay turned on, but if my buffer is frequently dropping from 100% to 0% in an instant, that would definitely give an opportunity for something to stumble at just the right moment when I'm vulnerable.

Does anyone know what might cause a buffer to be discarded during what appears to be normal conditions and smooth playback? If it's relevant, I'm using Jellyfin for Kodi in Add-on mode, meaning the video stream is coming from Jellyfin. And I believe the formats are such that it's direct-playing. So I don't know if the source has any influence on how the player plays, but I figured I'd mention it.
