I have KODI 21.1 installed on an Android 10 tv box.
At start up or even after switching to KODI from another app, KODI always shows the "Pictures" screen (I mean, as if I had selected "Pictures" from the home screen).
This happen independently from what I set in Settings / Interface / Startup / Startup window.
Not a major problem, however it is annoying.
