I have USB video capture EasyCAP that is connected to the CableTV modem output.
How do I configure the xbmc to show the output of the video card as another online tv in my computer

Please search the forums. XBMC does not handle capture/tuner cards directly. You'll have to use it through another application such as VDR or mythtv. There are a couple ways to go about this, research them and decide which is best for you.
