I'm afraid you will need to be much clearer on explaining the full problem.
First of all, Kodi does not provide any content (video, music or otherwise) by itself. Kodi is a client application, which means that Kodi itself receives media content. "Accessing Kodi" can never be a problem as Kodi is a HOME htpc application, which runs on a home pc/mediabox/laptop/smart phone. It is not a server. It is not accessed (by default) via a WAN or outside internet.
So when your clients are having geo location problems, they are likely using add-ons accessing certain media content.
If there are geo location problems with these add-ons, perhaps your clients are not entitled to watch that media content.
One of your clients will have to provide a full
debug log (wiki) of his kodi setup in order to see what is exactly happening.
Right now, not even a crystal ball can tell us what the overall problem is for your "geo location range".
