How can I fix weather service so it works consistently?

I was using Weatherbit IO which worked at first,
but then kept getting error push notice for no connection, see error log.
What log?
How do I access it?

I've been having trouble with wifi dongle so I always check wifi connection first,
but problem persists even with wifi connection.
Sometimes there was no Weatherbit IO error notice,
but no weather indicated below time
and when I tried to view weather from weather menu, it would say "Busy".

So I switched weather service to Gisemeteo and it worked at first,
but now I'm having same error problem with it.

How can I get weather service to work consistently?
I discovered I can get it working again by going into Settings > Services
and switching back and forth between weather providers, 
but that's a bunch of fuss that shouldn't be required.

What log?

If you are using the Basic Method, then ensure the following is applied...
1.Enable debugging in Settings>System Settings>Logging,
2.Restart Kodi
3.Replicate the problem.
4.Upload the log to Kodi Paste Site manually or use the Kodi Logfile Uploader. (wiki) With either method post the link to the log back here.

If you are using the Advanced Method ensure you have correctly created and applied the advancedsettings.xml file (wiki)

In both instances, you should see the word DEBUG throughout the log.

Kodi Logfile Uploader installation fails.
I don't understand how to add the Source where the logfile will be transferrd to in Step 5 of File manager method.

If I connect from my mac to Odroid N2 SBC with ethernet, can't I access logfile that way?
Where will it be located?

OK, got uploader to work. 
I think problem was wifi dropped connection, as previously indicated.

I enabled debugging, shut down N2, then restarted, and got error message for weather service.
Then plugged in wifi, confirmed it was working, changed weather service to none, then back to service provider.
It's working now, probably until wifi dongle drops internet connection again.

@ds_tx, try this version: weather.gismeteo-0.4.2~beta1.zip.
I returned the request to gismeteo services from 0.3.3 version. Maybe this will solve your problem.
