Hello,
I'm having a problem resuming playback of my strm files.
I have strm on smb network that i scrape with kodi in my mariadb library and am having trouble resuming playback. My movie always starts from the beginning while kodi shows it to me while playing with the progress bar.

To receive meaningful assistance you will need to provide a full debug log.

If you are using the Basic Method, then ensure the following is applied...
1.Enable debugging in Settings>System Settings>Logging,
2.Restart Kodi
3.Replicate the problem.
4.Upload the log to Kodi Paste Site manually or use the Kodi Logfile Uploader. (wiki) With either method post the link to the log back here.

If you are using the Advanced Method ensure you have correctly created and applied the advancedsettings.xml file (wiki)

In both instances, you should see the word DEBUG throughout the log.

Note: Full logs only. No partial or redacted logs
Do NOT post your logs directly into the forum. Use the Kodi Paste Site. Post the link to your pasted log in the forum

Try again, the ban-related problems are still there.
Look for the orange-colored entries in the log file.

I don't think you can. It is just a pointer file. It points Kodi to the file to play. There is nothing in the file to say "Play from", "Jump to" or anything like that. Plus it would have to be site specific, depending on how the site implements those features.
Those features usually require a proper addon written for the site you are accessing.
