v20 Potential forced subtitles bug in v20

I've noticed that on both OSMC and on my Shield, behaviour of the "forced only" option for subtitles in the Kodi player settings has changed from v19 to v20 in the following scenario, and the behaviour appears to be a bug?

File type: mkv with two subtitle tracks, one of which contains subs only for the foreign language scenes in the main audio track (commonly known as the forced subs), and is marked as default (e.g. by makemkv). If this track does not have a forced flag set via something like mkvtoolnix, under Kodi 19.x and previous versions, playback of the file correctly results in no subtitles being automatically shown if the Kodi player settings for subs is "Forced only". With Kodi v20.1, the track containing the forced subs is being shown automatically *even if* the Kodi setting is "forced only" and there is no forced flag set on any of the subtracks. This is occurring on files with 2 subtitle tracks (one full, one forced only).

Under Kodi v19, a file with the following properties will not automatically show the second subtitle track if the Kodi player subtitle setting is "forced only". Under Kodi 20, the second track is being shown even though the forced flag has not been set. Not sure how relevant this is in practice as I would always mark the second track as forced with mkvtoolnix as part of my authoring process, but I'm curious as to whether this is a bug or an intended deviation from how v19 manages this scenario.
