I've installed the latest LibreELEC (12.0.1) on an odroid n2+.When I try to play a 10 bit file, there is no video and this shows up in the log:

Is this a limitation of the odroid n2+, Kodi, or LibreELEC? Can I make this work?

Try CoreELEC.

It's LibreElec limitation, on CoreElec it works perfectly. You can even get Dolby Vision files to work with a special community version of CoreElec
