Can you please more detail explain a way how to play using GPU? How what to set?
Will this affect all videos or only portrait videos?
I will try it.. I'm interested if it will work.

I think answer is no longer needed. I did my own comparisons of the 18.9 version and actual Kodi and I must say, that for RPi is version 18.9 in all aspects better then actual version.

I will explain:

1. Library offline reading too slow in actual version 
2. No full HW support of RPi4/5 in the actual version - video player isn't able play portrait videos from the cell phones out of the box - adjustments must be done and only SW decoding maybe works
3. No full HW support of RPi4/5 in the actual version - in the videos coded by h264 I found a audio/video sync issue and skipping. This never happened with 18.9. Maybe any other adjustment is necessary, but maybe this adjustment will by in contrast with adsjustment in point 2.
4. No chance for end user to get working all videos will smooth playback and correctly without any skipping or wrong aspect ratio and orientation
5. CEC adapter not working correctly with new version. Sometimes TV will not switch automaticaly to the RPi with KODI as source on the HDMI or remote control not working (must switch to the TV and back to KODI to get CEC communication working). With 18.9 it's working stable.

this is a reflection of the limitations of running Kodi on a Pi and not a reflection of the limitations of Kodi in general when used on more common (and more capable) hardware

In Supported hardware - Official Kodi Wiki I can see full RPi Support. If there is more common and capable hardware, please make a Recommended hardware section in this Wiki, because I don't know which one is it.
