I created a new headless kodi that I use and will keep up to date. I had the following requirements that I couldn't find an existing solution for:

• Run in a docker container
  
• Not require X11 or sound on the docker host
  
• Not require a second "real" kodi instance to configure it
  
• Use only released kodi code, no patches
  

Because it doesn't use any patches, it's very easy to update for new versions of Kodi. The kodi GUI is available over HTTP using noVNC so everything can be configured there. You can find it on docker hub.
