I have been checking some of my BlueRay media and I can match the video codec, but can't find one with DD+.  Your mediainfo shows Audio #2, what is your audio #1?  I am trying to find a video that matches your video so I can compare apples to apples.

The Audio #1 because it was from another language, it's the same codec and bitrate as the Audio #2 one so I removed it to shorten the mediainfo and make it more readable.

As the @izprtxqkft says, it is not so easy to be E-AC3 in BluRays however there are some discs that contain AC3/E-AC3 audio as secondary or of a non-original language, not always.

Among the trailers, I found one that may suit our case for testing. I can't find a trailer with E-AC3 but I found one with AC3 that may work as a test.

I tested it on Ugoos AM6B Plus with CoreELEC-NG and it is out of sync between about 75-100 ms.

PS: If you download that link, remember to select AC3 audio instead of DTS-HD MA.

That back ground sound is sooooo loud I had to turn my AVR wayyyyy down.  Hard to test that video, but the only part of that video was at the end when Samuel L. Jackson spoke and it "appeared" to be in sync.  ONLY tested on the OSMC Vero V.  I doubt if the V will do any better.  I did NOT compare on any of my other media playes.

No dropped frames and the skipped frame when starting is normal.  Me thinks you have an issue with your feed.  Also, that is the loudest video I have ever played.

Sorry for the test, I couldn't find a fair video to test, this one I indicated you to was the only one where there is more dialogue, the rest of the trailers you could hear the third person's voice or there was only music and you hear two dictated words.

DTS capable receiver - Off
DTS-HD capable receiver - Off

They have the problem of Dolby Digital and Dolby Digital Plus (AC3 and E-AC3) audio doing out of sync about 125-200 ms compared to video but all this happens when AC3 and E-AC3 capable receiver is enabled, that means passing audio without conversion on Kodi/CoreELEC. When I tried to disable AC3 and E-AC3 capable receiver, that means the output of PCM audio which solves the out-of-sync audio problems.
TrueHD works properly with TrueHD capable receiver enabled.

I attach the screenshot with AC3 and E-AC3 capable receiver enabled where you can see the audio out of sync late compared to the video:

I did not understand why. I don't know if it is a problem with the devices or it is simply a bug in Kodi.
My TV is LG C2, that supports all Dolby audio codecs.

That said, I would be curious to know is the same out-of-sync audio problem there for Vero V on OSMC.

I either own or have owned all three of the boxes you mentioned. None of them has ever given me audio sync issues with AC3 or E-AC3 content in passthrough under Kodi / CoreElec v21.

I have an LG G3 but my devices are always connected to the AVR rather than the TV directly.

Do you have an AVR? If so is the AVR reporting an LPCM signal or DD/DD+ signal? As in is the LG doing passthrough or is it decoding to LPCM? Have you tried connecting directly to the AVR rather than the TV?

No, I don't have an AVR. 

If I set AC3/E-AC3 in passthrough on CoreELEC/Kodi, the LG TV is reporting a Dolby Audio signal. If instead AC3/E-AC3 in LPCM, the LG TV reporting a PCM signal.

Do you think it's a TV problem? Would the AVR handle audio better?

It's hard for me to speculate. On one hand I want to tell you it is not a Kodi problem because every one of those devices have worked perfectly for me in terms of audio sync with those formats. On the other hand, my experience is with those devices connected to my AVR rather than the TV so that is a big variable but I can assure you it works fine for me. I watch tons of content in E-AC3 via Kodi, I would absolutely notice.

Even if I were to try a device connected directly to the TV to see what happens, my G3 is a generation newer than the C2 so I don't think that would be a valid test. 

It could be a webOS/C2 quirk. In your setup your TV is having to decode the DD / DD+ audio when you don't send it LPCM.

My LG C2 TV is set to decode in DD and DD+, meaning it uses bitstream instead of PCM.
In the advanced audio settings,I enabled Bypass in the audio and video sync settings to correct the audio-video synchronization issue, which is partially resolved.

So, I suspect it might be a problem with the TV; perhaps it takes a bit longer to process the Dolby Audio.

With the AVR, its handling of audio and video is far superior to that of the TV, which allows for optimal audio and video performance without any issues.

Therefore, it's not really a problem with Kodi.

Do S905X4-K boxes (Homatics Box R Plus / Dune HD R Plus / Rocktek G2 / Nokia 8010) with CoreELEC support CMv4.0 TV-Led Dolby Vision? Or do they only support Player-Led DV?

Same question with the Dune HD Pro Vision 4K (S905X4-J). I also want to know if this TV Box supports the VS10 Engine in CoreELEC

Feel like helping? I just bought a firestick and trying to add Kodi to it, but it won’t let me sign in on Google play b/c says I already am signed in on my regular mat box.
Can’t seem to sign in on any of the other options either.

1. firesticks don't have google play store, they have amazon store
2. kodi doesn't use google play

assess your issue and if it has to do with kodi post in the android section for help, if it does not concern kodi then amazon support will be your best avenue

Those cheap BT (and in some cases BT + IR combi) remotes are easy to hold/use & handy for Kodi w/volume control for AVR. I also use SofaBaton X1S as my primary universal remote.
