I can't find where to enable the program menu. I must have disabled it somewhere. Any ideas?

If you are referring to the PROGRAM add-ons, you can see them by selecting ADD-ONS on the main menu.

All I see in the sub menu for add ons, is Video, Music and Picture, and the the add on browser. I want to launch the ROM Collection Browser which I've just installed. I can find it if I switch back to Confluence.

Just hit enter on Add-ons (as opposed to going to the sub-menu).
You can also create shortcuts to whatever addons you want in the configuration.
