Why does Kodi have a section on IPTV yet considers this software to be pirated? Confused. Where is IPTV supported and if it isn't is it considered a hack to Kodi, if it is installed?

Because there are legit iptv sources and illegit ones.

The URLs/streams you posted were bootleg/pirate video, not the add-on itself.
