Looks like a toggling interlaced flag. Why don't you follow the advice from post #1? "Prefer VAAPI Render Method: on"

I first tried the standard stable 5.0.4 openelec
I get a msg saying "xorg failed to start, is your gpu supported"
I also tried the openelec from 1st page in this thread, I get a splash screen but then just a black screen and a mouse pointer. Thats it.
I've changed nothing at all in bios etc...
