Is this still being developed? Correct channel numbers and time-shifting would make this PVR perfect for my needs.

I use this daily. It is the best PVR I've come across so far and it's WAF is by far the best. Many kudos to the developer/developers.

The only thing I wish it had at this point is the ability to use my own xmltv file so I can have more than a couple of hours of epg.

Getting a cable card sent to me soon instead of just a coax feed to my box. Besides running through HDHR setup will anything visual be different in the add on? Any better guide or a live TV guide on the home screen of Kodi?

HDHR is strictly a network appliance. There is no user interface for watching TV. The guide and UI are Kodi. The plug in is quite typical Kodi. I assume it leverages all of the standard internal code for that stuff.
That said, there is a HDHR View app for several platforms which, in effect, replaces Kodi as the UI. The guide is much different than you are expecting, but quite usable once you get used to it.

Is there anyway you can have a full epg TV guide? The cycle through and choose channel?

I think I have just realized why I'm confused. I didn't realize there is a actual pvr addon had been thinking this was the video add on by SD.
