Why doesn't Arctic Zephyr show up in in the list of skins that I can download and install? Is there some other way to obtain this skin? Sorry if I'm missing something obvious!

I've wondered the same thing, however if you look for the GitHub page you should be able to download a the code in a zip file which works for installation. Just pay attention to the build you want the current master is already going development for Kodi Krypton but if you click on it you're still able to download the last version for Isengard.

Good News! I was afraid I couldn't use AZ anymore if I update Kodi to 17 (which I'm planning to do).
