Neat mockup. I like the clean look and use of artwork. The navigation looks intuitive, minus the play button (is that meant for a mouse?).
The platform navigation at the bottom might not work for Kodi. If you've used our existing libraries, you'll see that selecting a platform opens a new window. This scales better when there's other ways to browse games, such as year, genre, player count, etc.

I have a radically different idea of how I want save slots to work. I want to use a generic "saved game" manager that encompasses both save slots and in-game SRAM saves. Screenshots can also be considered saved data, so maybe lump screenshots into the new saved game manager.

Ick. I refer to the proliferation of settings, not your design. Each settings has a complexity overhead, and I consider this cost heavily before adding a setting.
In summary, I feel that you've brought a lot of good ideas to the table, and we'll have to consider how they integrate into the current design paradigms in use by Kodi and RetroPlayer.
