Starting with the master nightly for win64 on 19.04. Kodi somehow become incredibly responsive. I haven't checked which PRs got included but I am guessing it has something to do with threading. Anyways, there's also a downside since some add-ons like IGN or HD trailers didn't show previews for videos anymore and videos wouldn't play.

I have substituted the included libcurl.dll 7.52.1.0 with the most recent version 7.59.0 from https://curl.haxx.se/download.html and now everything works again.

Most likely fixed by https://github.com/xbmc/xbmc/pull/13792, but as you didn't post a log or tell us at least what it reported it is only an assumption.
