Same as title, when i watch certain movies when they're not FullHD, green blinking bands appear at the bottom and right of the screen,
this problem had disappeared some time ago, but lately it's reappeared in all the latest nightly.
I would like to point out that they appear ONLY when DXVA2 is disabled.

Tested with both AMD R7 250 and NVIDIA GT 1030 video cards, the problem remains.

10bit h264 video... It's a weird combination and it probably won't be even accelerated by your GT1030.
The only times that I saw green lines (at the bottom) was with simply badly remuxed videos.
I'm guessing your choice of download location does not offer the best of qualities.

@Klojum "MPEG-4 part 10" does not mean 10bit, is just a different way to say H264...  just read wikipedia...
the videos tested are 8 bit look Mediainfo informations, (and i'm sure because i also have others files with 10bit depth):

Same here with GT 640 and GTX 660 on Windows 10, Leia RC2, except my green line is only on the bottom. May I ask why you disabled DXVA2? Was it because motion is somewhat jerky with it enabled and smooth with it disabled? Was it because Kodi sometimes hangs on HEVC files with GTX 660 and always with GT 640? Those are my reasons. On my GT 640 system, disabling DXVA2 HW acceleration and enabling DXVA rendering is the best combination. Pixel shaders cause a flickering white line on the right edge of a couple of DVD rips I made, so they're out.

ETA: I reverted to 17.6 from Leia RC2, replaced the GT 640 with a GT 1030, and hardware acceleration and Auto pixel shaders worked perfectly with everything I threw at it. Will revisit Leia with next release.

ETA2: Even 64 bit Leia RC3 is looking perfect. GT 1030 solved some problems!

the problem occurs randomly,
may appear from the beginning of the video, or after minutes, or appear after jumping halfway through the video.

I've also just tested with: KodiSetup-20190125-85e74285-dxva-x64.exe (clearly with DXVA2 disabled)
but same situations...
