In an episode details nfo file, is the <premiered> tag the same as <aired> or is it the premiered date of the show?

<premiered> in an episode nfo is the Premiered date of the show or, more accurately, is the airing of the first episode.

<premiered> = <year>

<aired> is the date that particular episode was broadcast.
