Just for closure. MCEBuddy has a new Beta: 2.4.10 Beta as of 3/13/19 contains the fix for outputting UTF-8 formatted EDL files that work with Kodi/ServerWMC (no more BOM). I've tested it and so far, so good. I kept some UTF-8 BOM EDL files just in case, but its not difficult to recreate them if needed later down the line.

I use comskip and commercial skipping doesn't work when I play a program from the recorded tv menu. However when I open the recorded program with kodi directly from the show's folder in windows 10, commercial skipping works great. It feels like using the recorded tv menu for playback doesn't look for the associated edl or txt skip file. If this is a bug, how do I communicate it to developoers.

Don't want to beat a dead horse but...
Kodi 18.1/Win 10 - latest version of everything (WMC Server/Client, MCEBuddy, Comskip, etc.) If I run a video from within the Kodi library or Emby or EmbyCon, no automated commercial skip (.EDL is correct and where it belongs), skip by chapter works just fine. When I go directly to the file folder where the video is stored (\\NAS1\video\seriesname\series_season\episode.mkv), it skips correctly.
Did I miss something when I upgraded to 18.1 as it worked on 17.6...

Double check to make sure you are on 2.4.4 of the add-on.
When you say the Kodi Library, do you mean from the TV -> Recordings menu?
Try putting kodi in debug logging mode, then playing the show. Stop the recording, then turn debug off. Retrieve the log and review. Kodi should show the processing of the edl file. You can post on pastebin and put a link here if you want us to review the log.

Let me try to clarify...
If I play a video from inside the Kodi "TV Shows" library which is the default location for WMC recordings, no commercial skipping, but chapter skipping (up key on a remote) works.
If I use the addon Emby or EmbyCon, same issue. If you just run the file directly from its stored location it all works. Does that help?

I think so. When you play the file from 'TV shows' or from Emby* you are NOT using pvr.wmc to play the file, so the change discussed in this thread does not apply. You need to ask the kodi team why the edl files are getting ignored now, since - if I understand you right - it was working with kodi17. I only do pvr.wmc and serverwmc.
What happens if you play the file from the TV->Recordings menu in kodi? Edl files should be working there.
