Got into the same issue.
Had "movie.nfo" files along my "Blade.Runner.2049.strm". No nfo file found error.
renamed the movie.nfo to Blade.Runner.2049.nfo and problem solved.
DEBUG: VideoInfoScanner: Found matching URL NFO file: special://userdata/addon_data/plugin.video.incursion/Movies/Blade Runner 2049 (2017)/Blade.Runner.2049.nfo

i think i may have found a solution to the Scraper/ non reading NFO file issue
i was having this same issue, after making sure everything was being done right on my end (txt file encoding, file/folder name, etc.), KODI was still ignoring the NFO files
what i had to do was to make the scraper match the URL within the NFO file
meaning, for TV Shows, whatever scraper my folder is set to TVDB, TheMovieDB, etc.
the URL in the NFO MUST also point to that same site
if your file or folder is pointing to TVDB and the URL in your NFO file is pointing to TheMovieDB it wont read it
im not sure if it was always like this, but i dont think this detail is listed in the wiki
also, the wiki still has the TVDB using a series ID within its TV Show URL and thats no longer the case and should be updated
i did however check NFO files with BOTH a TVDB Series ID URL and the NEW Series Name URL that TVDB is using, and both worked fine
FYI, in order to use the Series ID on TVDB, just copy the sample URL in the wiki and edit the Series ID to any show

Yes, the link should be updated to TheMovieDB. The page is not yet updated for v18, but it is on my to-do list.
