Because Sony don't provided the required development tools.

The PS3 is a fully closed system. No matter how often or how friendly we would ask, Sony won't accept it (I guess). You should ask Sony why they don't want Kodi to be installed on the PS3 or do a request that they should pre-install it by default. The same counts for SmartTV OSs where the vendor is responsible for what he adds or not.
Try to install any other app on a PS3. That's not possible as well.
Being persistent on this question that we should start the effort to get in contact with them, won't get you any further.
The PS3 is EOL anyway (at least kind of). But the same will count for the PS4 or any other further PS-consoles which might come up.
