I am trying to play the music on https://panel.retrolandigital.com/radio/8110/listen in Kodi, but it doesn't seem to be a stream URL. Am I missing something?

It looks like that's an embedded player of some sort. You'd either have to look through the HTML on the page to see if you can find an actual stream or, if the station has some kind of API, write an addon to play the stream.

Thanks for confirming this, pkscout. Neither that page nor its parent page https://panel.retrolandigital.com/radio/8110 contain any stream, and stream extractors such as https://pwn.sh/tools/getstream.html can't find it either. It seems like the stream location is obscured, just like YouTube obscures the URL's of most music streams. Surprisingly, VLC plays the music on the above link just fine.
