How or by whom a rebuild of ANDROID pvr addons is triggered ?

In my case a recompile of addon pvr-vnsi for kodi matrix (19.x) update to newest addon version pvr-vnsi 19.0.3 is needed.
(for linux  I do it my own, but not for android ...)

The update (a bugfix for addon start & wrong timer modes) in the addon source code happened January 16th

For the not yet released Kodi 20 Nexus the update was on the server the same day (addon version 20.2.2) but for actual Kodi 19.x the addon is still missing:

So who or where could I ask for a rebuild of that newest version for Android ??

it's automatically built whenever a new version is tagged, but the build seems to have failed for android and windows back then.
I've rebuild it, so it should be available for install from addon manager.
