How i can write a command line address in browser that can play a video file .this line under can open the web Remote and show the 
file i need to play but i have to press on the play left the file to start . is there a command can i add to this line to start play video without 
need to press play on the web remote . the file that show and i need to play named ( 711.mp4 )  in folder named ( Download )

The link to your URL doesn't work, so I have no idea of what you have or are doing. Kodi can be executed via CMD via specification of path to the executable + media.ext (not sure if portable mode would work in this regard) but there are much simpler ways to handle this. Suggest using a simple player for this task.
