Try to turn off the cache in the settings entirely for a test. You are using a wired connection? Gigabit Ethernet? If you were on wifi, channels / frequencies especially with DFS can change at any time ... and throughput will be limited.
First decide what functions / features you expect from a system. Then decide for the hardware. Don't waste your money on crap.

It is already in v22 nightlies.
This thread is just to give it more visibility because most people don't know it exists or ignore nightlies and also so that it can be tested well in Omega branch for a supposed backport (if no regressions detected and it is not considered that there are risks of broke other things).

I installed the latest nightly version of Omega. I use maxpassthroughoffsyncduration>96</maxpassthroughoffsyncduration.
But it shows me 80 not 96
I have nvidia shield 2019 and sometimes I need more than 80.
In the final version of Kodi 21.1, will we be able to use a fix in the advanced settings?

I use a Shield 2019 Pro
Which Kodi versions contain these changes? (Currently using nightlies Maven's Kodi builds for Android (Omega)) or do I have to use the nightlies Pegasus?

Neither Maven nor Pegasus nor yet another foobar build, also not the frost, the ranzac or the chichilua build are relevant in this forum. All of them are downstream stuff done by individuals with marginal interest working towards upstream.
This thread here can be closed, thanks to the testers in here all work has landed. Means:
All official nightly builds have the fixes. Will be in official 21.1 as well.
PS: also not the white hering build.
