Go to the Program folder for Kodi. (Not the Kodi data folder or Userdata folder)
Go to the \media\ folder
Replace the splash.jpg file with another 16:9 image.

An alternate method for difficult to access OS's - thanks to @Fuzzard

Using the Kodi File Manager
Add this Special_protocol (wiki) ... special://home
Enter special://home and create a new folder named media
Add your splash.jpg file into the \media\ folder
Restart Kodi to check spash image is used.
