Location of Kodi and the Userdata (wiki) folder will depend on which installation. Windows via Microsoft Store would be different than downloaded from this forum. (download at the top left link). if Kodi will not install, then it's likely a permissons issue or your anti-virus program is confused.

Sounds like a dumb permission issue... Suggest doing a Portable mode (wiki) installation, it's easier to handle and you know where everything is and easy back-ups (just copy the entire folder) . Just remember to always use the shortcut to launch with the -p after the executable.

Kodi's data will not go to users > default > appdata > roaming, but to the logged in user's app data > roaming directory.
The program itself is installed in Program Files.

Unless you install portable.
Always read the Kodi online-manual, the FAQ and search the forum before posting.
Do not e-mail Kodi Team members directly asking for support. Read/follow the forum rules (wiki).
For troubleshooting and bug reporting please make sure you read this first.

Not sure it's solved, but a Windows no Kodi issue.

As far as I know, if Windows creates a C:\users\TEMP folder it means a user account is in error.  I would recommend browsing some Windows help forums, but it might be safe to create a new user in the admin group and switch to that.  You also didn't say if you did an in-place upgrade of an existing Windows or if the Windows version you installed is 24H2.  This might have a bearing on why you now have that TEMP user.

OK.  Not sure I would recommend that as a user name for the long term.
