For the same reason that the file manager that comes with Android TV doesn't see them.

You will have to compare all the file attributes of the NFO file with the attributes of the video file and fix the differences.
The most probable cause is a "hidden" attribute or a "system" attribute.

I tested it again, and when I plugged my portable hard drive into my computer, turned on SMB sharing, and then scanned movies in Kodi, it was too strange
