I am encountering this in both Linux and on Android running the latest versions of Kodi (18.1) where I have a video episode with embedded subtitles. I set and enable closed captions and or subtitles across the board because I'm hard-of-hearing and I want them enabled where ever possible. This means I have them enabled in Settings -> Player - > Language = "Enable parsing for Closed Captions" and in Settings -> Player -> Videos = "Activate teletext" and in the OSD player settings Subtitle settings = "Enable subtitles" and "Set as default for all media".
In the past this would work just fine with previous versions of Kodi and enable subtitles\closed captions for all videos but for some reason I have been forced to manually enable subtitles from the OSD player settings for each video, every time, every time. It's getting annoying. What do I have to do to make it work and stay enabled set-it-once-and-forget-it?
