I am trying to play .strm files that point to https video links. The remote server requires clients to be authenticated by client certificates. Is this something that Kodi supports? Or can I use the underlying curl mechanism to configure this?

8 years later, in 2020 there is still no support for client authentication. Qualified developers are needed.

that use case is so very rare for media that no kodi dev has a need for it. Thats not to say that a proper PR wouldn't be accepted
