Is it possible with an android box to have a very good quality 4k upscal a bit like what there is on Shield 2019 without necessarily being as good?
By software?
By OS (CoreElec, LibreELEC etc ...)?
Or with a cable?

What is the upscal worth via a cable like Marseille mCable? Are there inexpensive cables?

I think you mean without being as expensive as the Shield. Well for starters, it's pretty hard to compete with a company as large as Nvidia with deep pockets and not all Shields do this trick. Given that, there is quite a few reviews that might mention the 4K up-scaling without suggestion it's the best. By far, TV manufactures have fallen over themselves to deliver 4K up-scaling in hardware routines that eclipse most external boxes, I wouldn't buy into one for this exclusive purpose.
