v19 kodi choose the wrong subtitle

when playing some media file with multiple build-in subtitles,kodi sometimes chooes the wrong language.
My default language setup is chinese,I tried some nf and amzn webdl media files(such as arcane,The.Wheel.of.Time) and kodi always chooes the language before the intended one.
It looks like the offset value is wrong somehow.

it's a long list,you can search the keywords 'arcane' or 'The.Wheel.of.Time' for this specific problem
And I think I might know the reason.I download the subtitle for these media file.So there are build-in sub and externel sub for the media file.I think kodi search and get the offset of the build-in subs and decide to show build-in sub rather than the external one.but the final list of subs include the external sub which sits on the first place of the sub list.kodi doesn't count the external sub when calculate the offset so it shows the language before the right one.
I remove the external subtitle file and reopen the media file,it can show the right language.

ther is another problem I want to report.
in the log, you can see I opened another media file 'Shang.Chi.imax.sample.mkv'.it's a clip I riped from a imax hdr media file.
when I play this file from the start.kodi change the output refresh rate and normally for amlogic device,it's suffice to output correct hdr signal and color.
but on this case,my tv shows it's on hdr mode but the color is still wrong.I can switch my tv's signal to another source and switch it back to get the color display right.
I can also fastforward the video a bit(let kodi have a progress record),stop the playback and resume, it can also solve the problem.
you just can't play the file from beginning with correct color output.

Unless you chose a subtitle during play previously, you should get the external sub selected.  I don't know plex, so don't know if that affects anything.

that's what I remember the kodi usually does,chooes external sub first then internal sub.
but recently I found it chooes internal subs.
